Technical Regulation CU TR 032/2013 on safety of pressure equipment adopted in the framework of the Customs Union between Russia, Belarus and Kazakhstan by the Decree No. 41 of July 02, 2013 of the Commission of the Customs Union came into force on February 01, 2014.

Scope and relevant products

CU TR 032/2013 establishes requirements for:

a) vessels intended for gases, liquefied gases dissolved under pressure, and the vapour used for working environment of group 1 and having:

maximum allowable working pressure above 0.05 MPa, more than 0,001 m3 capacity and the product of the maximum allowable working pressure on the value of the capacity of over 0.0025 MPa • m 3  

maximum allowable working pressure of over 20 MPa, the capacity of more than 0.0001 m3 to 0,001 m3 inclusive.

Categories of vessels for gases used for working media of group 1 are listed in Table 1 of Appendix 1 to this technical regulation

b) vessels intended for gases, liquefied gases dissolved under pressure, and the vapour used for working environment of group 2 and having:

maximum allowable working pressure above 0.05 MPa, more than 0,001 m3 capacity and the product of the maximum allowable working pressure on the value of the capacity of over 0,005 MPa • m 3  

maximum allowable operating pressure of more than 100 MPa, the capacity of more than 0.0001 m3 to 0,001 m3 inclusive.

Categories of the vessels for gases used for working media of Group 2 are shown in Table 2 of Appendix 1 to this technical regulation

c) vessels intended for  liquids used in working media of group 1 and having:

maximum allowable working pressure above 0.05 MPa, more than 0,001 m3 capacity and the product of the maximum allowable working pressure on the value of the capacity of over 0.02 MPa • m 3  

maximum allowable working pressure of over 50 MPa, the capacity of more than 0.0001 m3 to 0,001 m3 inclusive.

Categories of vessels for liquids and used for working media of group 1 are listed in Table 3 of Appendix 1 to this technical regulation

d) vessels intended to contain liquids, used for working media of group 2 and having:

maximum allowable operating pressure in excess of 1 MPa, the capacity of more than 0.01 m3 and the product of the maximum allowable working pressure on the value of the capacity of well over 1 MPa • m 3  

maximum allowable operating pressure of more than 100 MPa, the capacity of more than 0.0001 m3 to 0.01 m3 inclusive.

Categories of the vessels for liquids and used for working media of Group 2 are shown in Table 4 of Appendix 1 to this technical regulation

e ) boilers having a capacity of 0,002 m3, intended to produce hot water having a temperature above 110 º C or vapour pressure above 0.05 MPa which, as well as direct-fired vessels with a capacity greater than 0,002 m3.

Categories of steam and hot water boilers and direct-fired vessels are shown in Table 5 of Appendix 1 to this technical regulation

f) pipelines having maximum allowable operating pressure above 0.05 MPa, nominal diameter of 25 mm, intended for gases and vapours and used in working media of group 1.

g) pipelines having the maximum allowable working pressure above 0.05 MPa, nominal diameter greater than 32 mm and the product of the maximum allowable working pressure on the nominal diameter of more than 100 MPa • mm, intended for gases and vapours and used in working media of group

Categories of pipelines intended for gases and vapours, and used in working media of Group 2 are shown in Table 7 of Annex 1 to this technical regulation

h) pipelines having maximum allowable working pressure above 0.05 MPa, nominal diameter of 25 mm and the product of the maximum allowable working pressure on the nominal diameter of more than 200 MPa •mm, designed for liquids and used in working media of group 1.

Categories of pipelines designed for liquids and used for working media in group 1 are shown in Table 8 of Appendix 1 to this technical regulation

i) pipelines having maximum allowable operating pressure of more than 1 MPa, nominal diameter of 200 mm and the product of the maximum allowable working pressure on the nominal diameter of more than 500 MPa• mm, designed for liquids and used for working media of group 2.

Categories of pipelines designed for liquids and used for working media of Group 2 are shown in Table 9 of Annex 1 to this technical regulation  

j) pressure-resistant items of equipment (assembly units) and its components

k ) valves having nominal diameter of 25 mm (for equipment of group 1 working medium), valves with nominal diameter of 32 mm ( for equipment used for gas medium of group 2), valves with nominal diameter of 200 mm ( for pipelines designed for liquid and used for working media of group 2.

l) showing and safety devices  

m ) vacuum chambers ( except single-seated medical )  

n) safety devices and apparatuses.

The requirements of CU TR 032/2013 shall not apply to the following equipment:

a) pipelines, field and local distribution pipelines designed for the transportation of gas, oil and other products, except equipment used in pressure regulating stations or compression stations

b) gas distribution and gas consumption networks  

c) equipment specially designed for use in nuclear power equipment, working with radioactive environment  

d) vessels working under pressure, created during explosion inside them  in accordance with technological process or during combustion at the regime of propagating high-temperature synthesis  

e) equipment specially designed for use in marine and river vessels and other floating devices and objects of underwater use  

f) braking equipment of railway rolling stock, vehicles and other means of transportation  

g) vessels specifically designed for use in planes and other aircraft  

h) equipment for defense purposes

i) parts of machines, which are not independent vessels (cases of pumps or turbines, steam engine and hydraulic cylinders, internal combustion engines, machines and air compressors)

j ) medical single pressure chambers  

k ) equipment with aerosol sprays

l) shells of high-voltage electrical equipment (switchgear, control gear, transformers, and rotating machines)

m ) cases and shells of electric energy transmission systems (power cables and communication cables), working under excessive pressure

n) equipment manufactured (produced) from non-metallic flexible (elastic) membranes

o) silencers or exhaust gas inlets

p) vessels or siphons for carbonated beverages.

Prior to launching pressure equipment onto the Customs Union market, the manufacturer / representative should:

  • comply with the basic health and safety requirements mentioned in the Technical Regulation CU TR 032/2013
  • apply procedures for conformity assessment
  • obtain conformity documents, as well as make sure that the latter is included in products
  • make sure that products bear the EAC mark 

In practice, any products coming onto the Customs Union markets (sales outlets and commissioning sites) after customs clearance should include originals / certified copies of certificates of conformity.

Conformity Marking EACEurasian Conformity mark EAC

The conformity mark "EAC" (EurAsian Conformity) consists of an acronym. It means that the products certified are compliant with the essential health and safety requirements of the Technical Regulations of the Custom Union.

High-pressure equipment complying with safety requirements and subject to conformity assessment procedures shall be marked with a conformity marking of products prior to being put into circulation on the market of the Eurasian Union’s Member states.

Conformity mark shall be affixed to each unit of high-pressure equipment, as well as put into its operational documents.
