From 29 March 2020 onwards, the European cosmetic manufacturing companies must comply with the recent amendments of the Technical Regulation of the Customs Union on safety of perfume and cosmetic products (CU TR 009/2011).

On 29 March 2020, Decision No. 32 of the Council of the Eurasian Economic Commission approved on 29 March 2019 entered into force. It is focused on the amendments to the Customs Union's Technical Regulation « Safety of perfume and cosmetic products » (CU TR 009/2011). These long-awaited modifications will help the Eurasian and foreign cosmetics manufacturers eliminate inaccuracies in product identification and marking requirements.

The main changes have been introduced for :

  • scope of application of the Technical Regulation ;
  • identification rules of cosmetic products ;
  • terminology used to designate cosmetic products ;
  • issuance requirements for cosmetic products.

The most significant amendments were introduced in the section on requirement elaboration procedure for toxicological indicators identified through an analysis of the toxicological characteristics of ingredients, and on evaluation procedure of irritant effects on the mucous membrane using alternative methods, i.e. in vitro.

In addition, the packaging, labelling, and conformity assessment requirements for goods that are subject to multiple technical regulations were also revised.
