On November 26, 2014, amendments to the Technical Regulation CU TR 008/2011 of the Eurasian Economic Union "On Toy Safety", adopted by the Decision of the Council of the Eurasian Economic Commission (EEC) on May 14, 2024, No. 50, came into force.

Clarification of the Scope of Application 

The amendments clarify the scope of application of the Technical Regulation CU TR 008/2011. In particular, the types of products that are not classified as toys are clearly defined. These include, for example, souvenir products, computer games, plant-growing kits, and a number of other goods.

Introduction of New Notions

The CU TR 008/2011 has also been supplemented with concepts that have become necessary during its application. Among them are "home-use trampoline", "active play toy", "commercial name of the toy", "flying toy", "rattle", "electromechanical toy", and others.

New Safety Requirements Established

The updated technical regulation CU TR 008/2011 has established requirements regarding the content of chemical substances or reagents in chemical toys and play sets that include chemical substances and are not classified as chemistry experiment kits. Additionally, the updated CU TR 008/2011 has revised the hygiene safety requirements for toys, as well as the requirements for information warning of hazards and the measures to be taken for the safe use of toys that pose the greatest risk.

Certificates for toys issued before 26 November 2024 will remain valid until the end of their validity period

By the decision of the Board of the Eurasian Economic Commission (EEC) dated 6 August 2024, No. 91, a procedure for implementing changes has been established, which provides for a phased transition to the new requirements.

Thus, certificates of conformity to the technical regulation CU TR 008/2011 for toys issued before 26 November 2024 will remain valid until their expiration date.

Moreover, the production and release of toys into circulation in the EAEU market, with such certificates, are permitted until the expiration of their validity period, while circulation in the EAEU market is allowed throughout the service life or shelf life of the toys.
