On January 19th, 2016 the Eurasian Economic Commission published the decree regarding the elaboration of the technical regulation “On safety of buildings and constructions, construction materials/articles”. This Decree was accepted at the end of last year - on December 29th, 2015.
The main developer of the regulation - the government of the Russian Federation - in cooperation with the governments of the other member states of the EAEU was entitled to perform the following tasks regarding the elaboration of the new technical regulation:
- consulting on the preparation of the regulation’s common draft according to the provisions of international contracts
- arranging the preparation of a list of standards of the regulation
Among issues to discuss, there is also a mention of forms, plans and procedures of conformity assessment. In order to ensure the proper implementation of the regulatory provisions covering "materials/articles capable of being used " in the construction, it is necessary to define the notion of potentially dangerous goods.
The above-mentioned tasks have to be fulfilled within 30 calendar days starting from January 20, 2016. After the deadline the government of the Russian Federation has to submit to the Eurasian Economic Commission the draft regulation “On safety of buildings and constructions, construction materials/articles”. In the meantime, the provisional date of putting the new technical regulation into effect is set for January 1, 2018.
