On September 19th, 2015 the decision No. 95 of the Eurasian Economic Commission comes into force which is entitled "On the introduction of amendments to the list of standards, the voluntary application of which ensures the application of the requirements of the CU TR 009/2011 "On safety of perfumes and cosmetics"”. The decision was accepted on August 18th, 2015 during the 26th meeting of the Eurasian Economic Commission. The official publication of the decision took place two days later - on August 20th, 2015.
The following amendments have been made to the List:
- introducing 20 new interstate standards, among which GOST 32851-2014 on general technical conditions for bathroom cosmetic products, GOST ISO 9001-2011 which concerns the requirements for company’s quality system and so on;
- excluding GOST 29189-91 "Cosmetic Creams. General Technical Conditions";
- excluding 3 Belorussian standards on the industrial experience for cosmetics and information for the consumer;
- excluding 4 Russian standards on quality management systems, make-up products on fat and wax basis and others;
- excluding the kazakh standard concerning the information for the consumer of perfumes and cosmetics;
- introducing the national standard of Belorussia STB 2240-2011 which covers general technical conditions for cosmetics in spray packaging;
- introducing 3 national standards of Kazakhstan which cover general technical conditions for cosmetic creams, hygiene products, pulverized cosmetics;
- setting the expiry dates for standards which will replace the existing standards and deadlines for the newly introduced standards.
Beside the discussion about the amendments to the List of standards for the voluntary application of the regulation concerning cosmetics the following questions were set on the agenda:
- introducing of the amendments to the List of veterinary and sanitary requirements for products subject to health control;
- setting up of working groups which would carry out the elaboration of drafts of international contracts. This is stipulated in the Work plan for the elaboration of drafts of international contracts according to the Contract on the Eurasian Economic Union dated May 29th, 2014;
- enforcing the amendments to the Decision of the Customs Union Commission No. 607 of April 7th, 2011 "On the format of veterinary Certificates for third-country products which are subject to control and are imported on the territory of the Customs union ".
Thus a new version of the List of standards for the voluntary application of the technical regulation on cosmetics is presented. This version mentions 180 positions, among which standards used between the states (GOSTs) and standards of member states of the Eurasian Economic Union.
It should be noted that there are expiry dates for the majority of standards - a date of coming into force and the expiry date. For example, certain standards of the Republic of Belorussia on make-up products will be implemented until January 1st, 2017. The expiry date of the Russian and Kazakh standards on liquid cosmetics and cosmetic creams is set for January 1st, 2016.
On the other hand, starting from January 1st, 2016 a number of points from the interstate standards return into force. These are the standards on solid soap, make-up products on fat and wax basis, on the basis of emulsions, as well as for cosmetics intended for colored hair.
The new version of the List of voluntary standards for the technical regulation on cosmetics went through the procedure of public discussion according to the law. The discussion of changes was carried out within 30 days: from February 16th till March 17th, 2015.
