Scope of the Technical Regulation CU TR 004/2011
According to the initial version of the Technical Regulation CU TR 004/2011, CU TR 004/2011 applies to low voltage equipment operating at a voltage of 50 to 1000 V in alternating current and 75 to 1500 V in direct current inclusive.
In the new version of the Technical Regulation CU TR 004/2011, which came into effect on December 11, 2022, the low voltage equipment to which CU TR 004/2011 applies is electrical equipment whose rated voltage (at all inputs and outputs, except for spark discharges) does not exceed 1000 V in alternating current and 1500 V in direct current.
The Technical Regulation CU TR 004/2011 does not apply to:
- electrical equipment intended for use in explosive environments;
- medical products;
- electrical equipment for elevators and lifts (except for electric machines);
- electrical equipment for defense purposes;
- control devices for grazing fences;
- electrical equipment intended for use in air, sea, land, and underground transport;
- electrical equipment intended for the safety systems of nuclear power plant reactor facilities.
This list has been supplemented in the new version of the Technical Regulation CU TR 004/2011, which came into effect on December 11, 2022.
Countries where the Technical Regulation CU TR 004/2011 is applied
The CU TR 004/2011 establishes safety requirements for low voltage equipment intended for use in the territory of the countries of the Customs Union of the Eurasian Economic Union (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia).
Purpose of the Technical Regulation CU TR 004/2011
The CU TR 004/2011 establishes requirements for low voltage equipment in order to protect the life and health of individuals, property, and to prevent actions that may mislead consumers (users) regarding their intended use and safety.
Conformity assessment of low voltage equipment
Low voltage equipment included in the list annexed to the Technical Regulation TR TC 004/2011 is subject to conformity assessment in the form of certification.
Low voltage equipment not included in the specified list is subject to conformity assessment in the form of a declaration of conformity.
At the discretion of the manufacturer (or the person authorized by the manufacturer) or the importer, the conformity assessment of low voltage equipment not included in the List may be carried out in the form of certification.
Latest amendments to the Technical Regulation CU TR 004/2011:
Since December 11, 2022, the CU TR 004/2011 "On the Safety of Low Voltage Equipment" has been applied in its new version. The amendments to the regulations were adopted by the decisions of the Council of the Eurasian Economic Commission on June 10, 2022: No. 90 – for CU TR 004/2011 and No. 91 – for CU TR 020/2011.

Low voltage equipment:
- Control devices for grazing fences
- Specifically intended for use on air, sea, land, and underground transport vehicles
- Specifically intended to ensure safety in the field of atomic energy
- Used equipment
- subject to conformity assessment in accordance with technical regulations:
- CU TR 010/2011 "On the Safety of Machinery and Equipment"
- CU TR 011/2011 "Safety of Elevators"
- CU TR 012/2011 "On the Safety of Equipment for Working in Explosive Environments"
Except for cables, wires, cords.
- Medical devices
- Defense products
- Components of low voltage equipment, available to the consumer only as integrated into the low voltage equipment for which they are intended.
- Components of low voltage equipment (modules, parts, components), whose safety is partially or fully determined by how these components are integrated into other electrical equipment and cannot be assessed other than as part of that equipment.

April 16, 2023: The decision of the Collegium of the Eurasian Economic Commission No. 29 of March 14, 2023 comes into effect, approving the new version of the list of products subject to mandatory conformity assessment in accordance with the requirements of CU TR 004/2011 "On the Safety of Low Voltage Equipment," for which compliance with technical regulatory measures is confirmed during their customs procedures.

May 12, 2023: The decision of the Collegium of the Eurasian Economic Commission No. 55 of May 11, 2023 has been officially published, adopting new versions of the lists of standards for CU TR 004/2011 "On the Safety of Low Voltage Equipment," the application of which allows for voluntary compliance with the requirements of the technical regulation on the safety of low voltage equipment CU TR 004/2011.

EAC Marking of Low Voltage Equipment Compliant with the Safety Requirements of CU TR 004/2011
Low voltage equipment that complies with the safety requirements of the Technical Regulation CU TR 004/2011 and has undergone conformity assessment must bear the marking of the unique circulation sign for products in the market of the member states of the Customs Union of the Eurasian Economic Union.
The unique circulation sign for products in the market of the Eurasian Economic Union is the abbreviation EAC, which stands for Eurasian Conformity.
It is also necessary to comply with other marking requirements for low voltage equipment as stated in the Technical Regulation CU TR 004/2011.
