On October 11th, 2015 the Eurasian Economic Commission adopted the decision No. 135 "On the introduction of amendments to the decision of the Customs Union Commission No. 827 dated October 18th, 2011". The main subject concerned in the document is the transition period stipulated for road building materials in circulation, which were not subject to conformity assessment before the coming into force of CU TR 014/2011 "Road Safety". This technical regulation became effective on February 1st, 2015 and the decision No. 135 was published on the official website of the Eurasian economic Commission on October 13th, 2015.

The decision states that the production and circulation of road building materials previously not subjected to compulsory evaluation of conformity and circulating without permission documents (certificates or declarations) is authorized until September 1st, 2016. It is not necessary to put the conformity marking neither. It is important to mention that the same conditions apply to products, which were produced according to the national standards before the introduction of new regulations.
 
The list of road building materials which have to be accompanied by a declaration of conformity CU TR 014/2011 is quoted in the appendix 1 of the regulation and those subject to the procedure of the certification of conformity CU TR 014/2011 are enumerated in the appendix N°2.
