History and main definitions
RTN Permit is the principal regulatory document that certifies safe operation of equipment on hazardous industrial sites.
The legal, economic and social basis for insurance of safe operation of hazardous industrial sites is identified in the Federal Law N°116-FZ issued on July 21, 1997. The Expertise of industrial safety is evoked as a compulsory measure in the safety insurance system of these sites. Federal Mine and Industrial Inspection supervised industrial safety in accordance with the Governmental Decree N°1540 issued on December 25, 1998, until 2004. The supervising role was taken over by the Federal Service of Ecological, Technological and Nuclear Supervision (RosTechNadzor or RTN) created according to the Presidential Decree N°314 issued on March 09, 2004 (taken into account the changes announced in the Decree N°649 issued on May 20, 2004).
Currently issuing the RTN Permits to use of technical devices on hazardous industrial sites is regulated by the Decree RTN N°112 issued on February 29, 2008.
Scope and products / equipment involved
Placing on the market of any technical device for the hazardous industrial site requiresthe implementation of industrial security expertise and the delivery of the Permit to use (RTN Permit).
The definition of hazardous industrial sites is given in Appendix No.1 of the Federal Law No. 116-FZ issued on July 07,1997.
In particular, the use of equipment in the areas / conditions listed below requires the receipt of the RTN Permit for this equipment:
- receipt, use, processing, shaping, storage, transportation, disposal of hazardous materials such as:
flammable gases, fuels, explosives, toxic to living organisms, toxic to the environment
- use of pressure equipment>0.07 MPa andtemperatures>115 °C
- use oflifting equipment

Placing on the market:
To place products / equipment on the market, the manufacturer or its authorized agent must:
- meet the requirements of the national industrial safety
- apply the procedures for assessing operation safety
- get the satisfactory industrial expertise reportand Permits and ensure that it is enclosed to the products.
In practice RTN permit is required at the moment of equipment placing on the market in the Russian territory, while th
e term of obtaining this documentis up to 6 months.
How to get it and applicable procedures
Industrial safety Expertiseis the key document for obtaining theRTN Permit. It must be performed by an authorized
body o nthe basis of documents provided by the Permit’s applicant. Satisfactory expert reports with the elements required by the paragraph No. 28 of Chapter II of RTN Decree No.112 issued on February 29, 2008 are given to the RTN authorities for approval and Permits delivery.
To prepare the file for obtaining the RTN Permit, the Permit’s applicant provides the following documents:
- administrative information about the manufacturer and supplier of the equipment;
- information file;
- program and methods of testing equipment;
- testing protocol;
- act of corrective actions (if necessary);
- conditions and requirements of safe operation;
- technical maintenance procedures, troubleshooting and diagnostics.
The components of the file should allow the experts tocheck if the equipment has been designed in accordance with all measures of safe operation: these are the plans, drawings, material certificates,a cceptance testing for components etc. Depending on the type of equipment, other documents may be requested.
