History and main definitions
In 2002, the Federal Law No. 184-FZ about "Technical Regulation" announced the beginning of significant changes in the system of products compliance in Russia. The concept of this new approach is the development of general and specific Technical Regulations (TR). General TR are related to types of hazards, for example the TR about "electromagnetic compatibility" or TR about "nuclear and radiological security". Specific TR, as their name suggests, are specific to the major product groups and meet common compliance requirements to these products. As part of TR, Russian standards are no longer mandatory and there is a larger range of evidence to consider when checking the conformity of products.
Product compliance with the requirements of the relevant TR can be proved by the Certificate of Compliance or the Compliance Declaration, based on the evidence presented to the authorized agencies.
Scope and relevant products
Currently 21 specific TR are in effect in Russia:
- Technical regulationson milk and dairy products
- Technical Regulations on fats and oils
- Technical regulationon products based on fruit juices and vegetables
- Technical regulation on safety of machinery and equipment
- etc..
Like the GOST R Certificate, the certificate TR or TR Declaration of Conformity is required upon entry of products on the Russian market, namely, during customs clearance in Russia and later for marketing actions and direct or indirect sales in the country.
Conformity Marking TR
The conformity marking TR is also placed visibly on the products and / or the accompanying documents.

Certification schemes specific to each type of product are shown in the relevant TR. Certification procedures may include:
- expertise of technical administrative record
- validation of specifications
- product testing
- audit of the manufacturing site
- obtaining additional and preliminary certificates and /or registrations
- translation into Russian
- mark developmentfor the Russian market
- review and compliance of the manufacturing or associated documents
The different patterns of compliance monitoring provide procedures tailored to exporting conditions and internal organization of the exporter:
- a batch of goods
- mass production.
Compliance test "per shipment" includes transactions under a single delivery contract or if the products can be clearly identified (by the equipment serial numbers, for example).
Exporters’ regular activity in Russia justifies establishing control of a range of homogeneous mass products. The certification / declaration in series can take up to 5 years and is defined in terms of stability of the manufacturing controlled products.
