History and main definitions
According to the Directive approved by the Decree issued by the Ministry of Emergency Situations of the Republic of Kazakhstan N 24 on February 12, 2008, the role of monitoring as regards industrial safety is attributed to the Industrial Safety Committee in the Ministry of Emergency Situations of the Republic of Kazakhstan (KPB).
Safety of the industrial sites activity in Kazakhstan is regulated by Law N 314 issued on April 03, 2002 in the Republic of Kazakhstan. Article 4 of this Law quotes the Declaration of Safety and Industrial Safety Expertise as documents attesting the assurance of industrial safety.
The Declaration of Security is required within the project of construction, renovation, conservation and liquidation of a hazardous industrial site. Expertise of Industrial Safety is prior to Declaration and obtaining KPB Permits for equipment or technological processes.
Scope and relevant products
According to the relevant Technical Rules for each type of equipment, KPB Permit is required for the following equipment:
- pressure equipment
- compression / refrigeration system
- ventilation systems
- equipment for gas transport, filling, distribution, control, as well as related constructions
- lifting equipment
- carriage on rails
- some products and light generators
Obtaining the Declarationof Security is mandatory for sites of design, manufacture, use, processing, procurement, storage, transportation and destruction of:
- dangerous goods listed in appendix no.1 of the law no.314
- metals and alloys
- mining and drilling activities including that by explosion
- sources of ionizing andradioactive radiation
- hydraulic facilities
- weapons and a mmunition.
Market Launch:
For marketing and placing the products on the market / equipment the manufacturer or its authorized agent shall:
- meet requirements of the kazakh national industrial security
- apply the procedures for assessing operating safety
- obtain the satisfactory industry expertise conclusion and KPB permit and ensure that it is enclosed to the products
In practice KPB Permit is required at the moment of placing the equipment on the market in Kazakh territory, keeping in mind that the maximum term for obtaining this document is 6 months.
How to get it and applicable procedures
The Industrial Safety Expertise is an essential element of the file for obtaining the KPB Permits for equipment and processes or the Declaration of Safety for the site.
Satisfactory conclusions of the Industrial Safety Expertise implemented by an authorized body, accompanied by the information folder/design file shall be submitted to the Industrial Safety Committee (KPB) in the Ministry of Emergency Situations of the Republic of Kazakhstan for approval and issuing KPB permit or registration of the declaration of safety.
To prepare the file for obtaining the KPB Permit or the Declaration of Safety, the manufacturer or its agent shall provide the following documents:
- administrative information about the manufacturer and supplier of the equipment
- information folder
- program and equipment testing methods
- testing protocols
- act of corrective actions (if necessary)
- operational safety conditions and requirements
- technical maintenance procedures, troubleshooting and diagnostic
The components of the file should allow the experts to check if the equipment has been designed in accordance with all measures of operating safety. These are plans, drawings, material certificates, acceptance testing of components etc. Depending on the type of equipment, other documents may be requested.
